What tools do I need?

It depends, do you want to do traditional or digital drawings? If traditional, all you need is the cheapest paper (printer paper? that cheap sketchbook? even a notebook) and a pencil/mechanical pencil you're confortable with, oh, an eraser too. When it comes to digital get a tablet, again for starting out I would recomend to you get your hands in the cheapest ones (bamboos, or genius, or some other, I don't really know any other brand though ;^; ). I say aways go to the cheaper because that way you won't be afraid of ruining your tools, and will have freedom to test it and do whatever you feel like doing, experimenting is really important so you'll know what works for you and what not.
One thing I think is important to have in mind is that TOLLS DON'T MAKE THE ARTIST, your habilities won't be affected by the tools you use, there is no need for a beginner to use all those fancies and expensive stuff, if you like them, and have the money for them, YAY good for you, go ahead and use the fanciest stuff, what I'm saying is that you don't need a Cintiq, a lot of Caran D'Arche colored pencils, or Reeves watercolors to be a good artist, you can do pretty good with not-so-good tools, you need to know how to draw, how to paint properly though. Keep this in mind!

More tips to Digital

As for the programs, the only ones I know are MS paint, Photoshop and PaintTool Sai, I guess the same would apply here, if you don't have money for Sai or PS try with whatever programs you can put your hands into.

Artbooks are so so useful, I can't even tell you enough, so some links:
This Torrent have like, 5 GB of books, so yeah, GO AND GET IT (I barely finished them ;^; )

The New Drawing On The Right Side Of The Brain by Betty Edwards, I really love this one, some awesome assignments!
Ok, so these are TONS of books, really, and I'll keep updating this as I find new ebooks, get your ass up and let's start drawing, as I said, get at least the Loomis ones :) 

Also visit ArtistsHospitals, they have like TONS of tutorials and articles listed that can help you, really.
